This is not a bad idea, which makes you wonder (a) why they haven't been doing this, and (b) who got kicked in the nuts hard enough to listen to it.

In other words; We have down sized to the point that we have to put a minigun in every row boat to look scary. When the only thing left of the "fleet" is "Bird farms" That can be taken out with one "vampire" ASBN or homing torpedo, and "destroyers" with less fire power than a WW2 DD you have a problem.
